Specifications include, but are not limited to: The San Francisco Department of Public Health, HIV Health Services (HHS) seeks to partner with a community-based Grantee to further the stated public purpose of this RFGA and who can provide employment services hereafter referred to as work (re)entry program to assist people living with HIV/AIDS (PLWHA) in the City and County of San Francisco through culturally appropriate counseling, training and employment preparation in making informed choices that will maximize available employment opportunities. An additional required component to providing the larger work goals of the (re)entry program for PLWHA, are the goals of on-the-job employment work re-entry services in partnership with a Community-Based Organization (CBO) that has a Hospitality / Food and Beverage Employment program, identified and chosen by the Applicant to this RFGA. The Public Purpose is to assist people living with HIV/AIDS (PLWHA) through culturally appropriate counseling, training, employment preparation, and employment linkage. 1. Program 1: Employment Services for PLWHA a) Client Assessment b) Hospitality / Food and Beverage Employment Development c) Job Training and Search Assistance; Under the terms of the Ryan White HIV/AIDS Program funding, City Grants awarded under this RFGA will only be to public or nonprofit entities. Private for-profit entities are only eligible for an award if they are the only available provider of quality HIV care in the area. The San Francisco Department of Public Health through its HIV Health Services (HHS) division serves as the grantee of funding from Ryan White Programs Parts A, B, and C which the San Francisco Eligible Metropolitan Area (EMA) receives from both the federal government HIV/AIDS Bureau (HAB) and as a pass through from the California State Office of AIDS. The primary functions of HHS are to develop, finance and monitor a health care system for low-income, uninsured people living with HIV in the City and County of San Francisco, with the overarching goal of improving quality of life, addressing disparities in healthcare outcomes, and reducing stigma and barriers to HIV care and services.
