HIV Prevention Services- Contractor shall conduct High Impact Prevention activities to eliminate HIV transmission in San Diego County by 1) strengthening disease investigation infrastructure; 2) expanding and providing navigation services; and 3) expanding access to syringe services for people who inject drugs. For the implementation of these strategies, contractor shall embed and/or enhance the priorities and approaches: 1) status neutral approach; 2) syndemic approach; 3) health equity; and 4) innovative HIV testing strategies. Community-based Testing- Contractor shall also provide HIV testing services focused on communities known through epidemiological data to be vulnerable to HIV infection. These services seek to identify persons living with HIV are unaware of their status, inform them of their status, support their rapid linkage to anti-retroviral treatment (ART), and elicit identifying and locating information for sex or needle-sharing partners of persons newly diagnosed with HIV so they can be informed and testing.
