The Contractor shall work with the County of Los Angeles (County) Department of Health Services (DHS) Office of Diversion and Reentry Harm Reduction Division (HRD) to establish, develop and operate a Harm Reduction Services Drop-in Center (Services) to be provided in Service Planning Area (SPA) 4, MacArthur Park Neighborhood. The Services shall serve people engaged in sex work, use drugs, experience homelessness, or have been recently released from incarceration (collectively referred to as "Participants"). The Services shall provide Participants a place of respite by creating an inviting, safe, and inclusive space centered around the needs of Participants. Services may include overdose prevention (overdose prevention and response training, education on safer drug use practices, and/or naloxone and other safer drug use supplies), referrals to social services, Human Immunodeficiency Virus (HIV) and Sexually Transmitted Infection (STI) testing, education on safer sex work best practices, access to safer sex work supplies, hygiene kits, and/or wound care kits and cell phone charging stations. The Contractor shall act as a liaison between the Participants and the community, promoting trusting relationships between providers and community members.
