Consultant shall provide, on an as-needed basis, consultant services for grant writing, grant application preparation, cost-benefit analyses and preparation, performance metric analyses and preparation, and grant application quality control review. Consultant will work as needed, on a time-and-expense basis. As-needed services shall include, but not be limited to the following: • Consultant shall prepare grant applications and supporting documentation to ensure compliance with funding requirements. This may include but is not limited to, developing application narratives, data, charts, tables and diagrams, letters of support, cost-benefit analyses material, performance metric analyses material, and supplemental application materials which may enhance the application. • Consultant shall support project selection for the funding programs. This includes evaluating, reviewing and preparing an overall needs assessment for OCTA and developing a strategy for the various funding programs, including documented needs and quantitative benefits of projects. • Consultant shall prepare technical analyses, which may include but are not limited to, cost-benefit analysis, performance metric analysis, air quality/greenhouse gas emission reduction analysis, and provide recommendations for research and/or assist in data gathering to support grant submittals as required. These analyses must meet the grant program requirements. If available, Consultant may use existing tools for the analysis. OCTA may provide relevant data, as necessary, to complete cost-benefit analysis. • Consultant shall assist OCTA in the scheduling of meetings and the development of timetables to ensure timely submission. • Consultant shall collaborate with proper stakeholders to obtain signatures, data, forms, letters of support, etc. • Consultant shall provide grant-related research assistance. • Consultant shall review OCTA draft grant applications for local, state and federal funding for completion, quality control, and adherence to requirements outlined in funding guidelines. • Consultant shall provide copies of the final and completed application prior to submission of the grant. • Other/Alternative Funding Programs: Consultant may identify grant writing funding opportunities beyond the traditional grant programs pursued or received by OCTA. Consultant shall identify these opportunities based on OCTA’s needs and develop grant applications and supporting documentation for these other/alternative funding programs.
