Grant Identification and Research • Conduct ongoing research to identify potential grant funding sources at the federal, state, regional, and private levels that align with the City of Ventura's strategic priorities, capital improvement plans, regulatory requirements, and community needs. • Provide a monthly list of relevant grant opportunities, including eligibility criteria, application deadlines, match requirements, period of performance and funding priorities. • Proactively communicate relevant grant opportunities to City staff and departments outside of a monthly list of grant opportunities, as needed. • Assess the feasibility of pursuing specific grant opportunities, considering the City's competitiveness, capacity, resources, and project readiness. Grant Proposal Development and Grant Writing (as needed): • Collaborate with City staff to develop compelling grant proposals that clearly articulate project goals, objectives, activities, budgets, and evaluation plans. • When allowable assist the City in maximizing cost recovery of pre-award, general administrative and / or indirect costs. • Drive the creation of competitive grant applications by partnering with City staff to implement effective stakeholder and community engagement strategies. • Write grant narratives that effectively communicate the City's needs, project benefits, and alignment with funder priorities. • Ensure grant proposals adhere to all funder guidelines, requirements, and formatting specifications. • Prepare all necessary supporting documentation, including but not limited to: o Project budgets (including all soft costs) and budget justifications o Letters of support o Organizational information o Environmental impact assessments (if required) • Coordinate the grant application submission process, including electronic submissions and mailings. Grant Application and Acceptance (as needed): • Support the City in the grant application process. • Act as a liaison between the City and funding agencies during the application review period, responding to inquiries and providing additional information as needed. • Assist the City in reviewing and understanding grant award terms and conditions, including reporting requirements, allowable costs, and project timelines. • Facilitate the grant acceptance process, ensuring that all necessary documentation is completed and submitted to the funding agency. Grant Implementation and Management (as needed): • Provide ongoing support to City staff throughout the grant implementation phase. • Develop grant management plans, including timelines, deliverables, and performance metrics. • Ensure planned expenditures are allowable for reimbursement by grant guidelines.
