The City is seeking a qualified firm (“Consultant”) that has extensive experience in preparing General Plans, a proven ability to assess a city’s current conditions, a demonstrated understanding of the region (the Monterey Peninsula) including an understanding of the City’s local coastal plan and how it integrates with the general plan, and knowledge of State and Federal regulations as they apply to the completion of General Plan Updates and CEQA compliance. The precise scope of services in the Professional Services Agreement will be negotiated between the City and Consultant. In addition to the scope of services outlined in this RFP for the Consultant to perform, interested firms can also develop their own specific scope of services for deliverables and schedule based on the information found in this request, and following the most up-to-date industry practices. This includes providing a proposal for either a comprehensive or focused update, anticipated timelines, and costs associated with both options. It is anticipated that this update may result in changes to the City’s Land Use Map. The Consultant should be knowledgeable and competent in environmental analysis and CEQA compliance documents. The Consultant will also be expected to attend all CEQA and General Plan Update-related meetings, including community meetings or workshops of the City Council in person forsome of the Elements, the scope of services may be an update rather than a complete rewrite of an entire element.
