The Contractor must be informed and knowledgeable of the LAHD programs for which General Manager Appeal Hearings are conducted under the RSO, the Housing Code (SCEP), the Rent Adjustment Commission guidelines and regulations, and any other applicable LAHD directives and regulations. The Contractor shall possess the experience and/or ability to manage an administrative agency hearing, including the presentation and organization of evidence and receiving testimony to make determinations of fact and law. The Contractor shall conduct administrative hearings in a professional, fair, and impartial manner affording due process without pre-judgment and according to the hearing procedures as established by LAHD. The Contractor shall be reasonably available to conduct administrative hearings and appeals during regular business hours of Monday through Friday, from roughly 8:00 a.m. to 5:00 p.m. The Contractor shall complete, and/or assist hearing staff, in completing a witness list and evidence list for the permanent administrative record.
