4.2 Scope of Work Gang Reduction Youth Development Consultant Objectives The objectives of the Gang Reduction Youth Development Consultant will be as follows: 1. Review and refine GRYD’s assessment tools including the Youth Services Eligibility Tool (Y-SET) and the Service Eligibility Tool (SET): o Collaborate with the Mayor’s Office GRYD research partners, Harder & Co. and the University of Southern California to analyze, improve and refine the Youth Services Eligibility Tool (Y-SET) and Service Eligibility Tool (SET) to better serve participants and families in prevention and intervention services across all GRYD Zones. o Conduct interviews and focus groups with Mayor’s Office, program staff, GRYD agency program staff, and other key stakeholders to gather insights on the utility, strengths, and areas for improvement of the YSET and SET. o Develop, identify and refine indicators to better capture individual, social, and environmental factors associated with building gang resiliency and violence prevention. o Enhance cultural sensitivity within the GRYD assessment tools to ensure it accurately reflects the experiences, behaviors, and contextual realities of the target population. o Pilot the updated GRYD assessment tools with a sample of GRYD Family Case Managers and improve those tools further, as needed, based on analysis and feedback. 2. Develop, Organize and Provide Staff Training and Implementation Support: o Conduct training sessions with GRYD program staff, partners and GRYD prevention and intervention agencies to ensure full understanding of the purpose, structure, and application of the refined Y-SET and SET assessment tools. 3. Provide Advice on Improving the Family Service Model: o Lead two to three focus groups to gather feedback from GRYD practitioners, partners and program staff on family-centered practices, tools, and service delivery improvements. o Provide consultation and training on family-centered components of the GRYD Comprehensive Model, including GRYD Prevention, GRYD Intervention, Family Case Management (FCM); Incident Response and Summer Night Lights. o Create recommendations and develop and facilitate training to GRYD staff and partners to increase the capacity of GRYD agencies to implement the Family Service Model. 4. Data-Informed Assessments: Advise on the development of individual, family, and community-level assessments that are informed by data and tailored to specific service needs. 5. Research and Evaluation Expertise: Offer subject-matter expertise in research and evaluation methodologies to improve program outcomes and guide evidence-based decision-making. 6. Public Policy Consultation: Provide consultation on the development of data-informed public policies that impact families and community violence prevention and intervention efforts. The Contractor shall be responsible for the completion of all of the following deliverables: o Collaborate with the Mayor’s Office GRYD research partners, Harder & Co. and the University of Southern California to produce refined YSET and SET assessment tools. ○ Produce a report that provides a current analysis of GRYD’s YSET and SET tools and which identifies the strengths, weaknesses and areas of improvement of the YSET and SET tools. The report should be comprehensive and provide a comparison of the effectiveness of YSET and SET tools as it pertains specifically to each GRYD Zone which it is employed in. ○ Produce an action plan that contains recommendations on updating, improving and refining the YSET and SET tools. Recommendations should be supported and references to applicable research and data. Contractor should interview GRYD agencies, staff and partners as necessary. ○ Research and produce a report that analyzes and identifies the individual, social, and environmental factors associated with building gang resiliency and violence prevention. ○ Plan and test the updated GRYD assessment tools with a sample of GRYD Family Case Managers and improve those tools further, as needed, based on analysis and feedback. ○ Reach out to GRYD partners to conduct focus groups and gather feedback from GRYD practitioners, partners and program staff on family-centered practices, tools, and service delivery improvements.
