The County of Santa Barbara General Services Department (“County”) is soliciting proposals for professional services for the development, implementation and support of a Job Order Contract (JOC) Program from qualified service providers (“service providers”). The JOC program will include competitively bid, indefinite quantity contracts in which contractors bid an adjustment factor to preset construction unit prices used to accomplish work needed for small size, multi-trades, minor construction, repair and remodel projects. The purpose of this Request for Qualifications/Proposals (RFQ/P) is to solicit qualified responses from firms (“Proposers”) to support the County in selecting a provider that best meets its needs for Job Order Contract (JOC) Program Administration Services. All interested Proposers are strongly encouraged to carefully review the requirements outlined in this RFQ/P. Written proposals that fully address all requested information will serve as the primary basis for evaluation and final selection. Proposals will be reviewed by an Evaluation Committee, and the County reserves the right to conduct interviews at its sole discretion. Each Proposer is responsible for thoroughly reviewing all sections of this RFQ/P prior to submission. Please note that the terms and conditions set forth in this RFQ/P are non-negotiable.
