Specifications include, but are not limited to: The Contractor shall research grants, confirm project eligibility, assist departments with applications, and provide guidance and support to Land Use and Environmental Group (LUEG) departments and the Office of Sustainability and Environmental Justice (OSEJ) in pursuit of grants. Grants are anticipated to be related to but not limited to – water, broadband, land use, sustainability, Tijuana River Valley, climate planning, decarbonization, transportation- including active transportation, waste, sewer, water, energy (including clean energy generation, storage, resiliency and efficiency) , electric vehicle charging infrastructure, stormwater or watershed, library, literacy, climate-resilient green infrastructure, green streets, roads and sewer infrastructure, green construction, equity and environmental justice, food systems, agriculture and carbon farming, workforce development, affordable housing, planning, community improvements such as parks and related amenities, conservation, and restoration, natural and technological solutions to reducing and/or eliminating carbon dioxide throughout the region, adaptation and resiliency planning. Grants may be focused on projects within the jurisdiction/authority of the County such as County Parks facilities and public works within the unincorporated area, or that benefit the communities within the County’s unincorporated area. The contractor shall also perform the following tasks and duties: 1.1. Grant research. Research and identify funding opportunities and grants that LUEG departments (e.g., Planning & Development Services, Parks and Recreation, and Public Works, etc.) and OSEJ may be eligible for with federal, State, and local grants, as well as grants from other agencies or private entities. 1.1.1.Coordinate with LUEG departments to identify specific programs and projects the County currently has that could be eligible, and what future programs or projects could be eligible for current or future grants. 1.1.2.Identify where LUEG and its departments can be a partner for other grant applicants to support their applications, including the justification of the effort, local match or cost-share proposed in the application. These applications may include innovative proposals that are in the research or development phase, as well as gap funding for commercial scaling. 1.1.3.Contractor shall identify type of potential partners for competitive grant application proposals (i.e., community-based organizations; multijurisdictional partners; business; labor unions; educational institutions; tribes; NGOs; etc.) for approval by LUEG prior to commencing work on the grant applications. Grant applications may utilize multiple sets of data to find information; identify and implement research methodologies and objectives; record, collect, and analyze various types of data (i.e., qualitative, and quantitative data for surveys, existing data, statistical data, etc.), as well as propose/evaluate the outcomes of the grant. 1.2. Grant application. Collect data and other information necessary to prepare and write grant applications on behalf of LUEG and its departments, for LUEG and its departments to submit. May include, convening of potential partners, development of timetables, writing the proposal or application, data gathering for required submittal, budget by participating entity, local match, or cost-sharing requirements.
