All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: Full-Service Partnership (FSP)/Wraparound Services for Youthful Offenders shall be provided to youth who are or were in a mental health treatment program while under the supervision of the Orange County Probation Department or those wards whose successful completion of the terms and conditions of Probation is compromised by being Seriously Mentally Ill (SMI) and/or Seriously Emotionally Disturbed (SED). Many of these youth are exposed to treatment while in Juvenile Hall or Probation Camps. This program is intended to follow them into the community and provide them with the services and support necessary to avoid incarceration and psychiatric hospitalization while promoting education, job acquisition and independent living skills. These services are family-focused, client-centered programs where individualized; client driven service plans are developed. FSP/Wraparound Services focus on client strengths and meet the needs of SED and/or SMI youth and Transitional Age Youth (TAY), and their families across all life domains in order to promote success in school, employment, safety, wellness, and recovery through a “whatever-it-takes” approach, as well as coordination with and/or utilization of available community resources. Services include but are not limited to: intensive in-home case management and wraparound services, mental health services, youth and parent mentoring, supported employment and/or education, transportation, housing, benefit acquisition, and respite care.
