The Cities are seeking a Scope of Services with a phased approach, where work would not continue into subsequent phases without written authorization from the Cities in advance. It is expected that the work will be split into three (3) phases, with tasks, as follows: Phase 1: Initial Feasibility Analysis Task 1 (1.1): Determine type of district or districts Conduct a high-level review of special purpose financing districts to determine if EIFD’s and/or another type of financing district or financing tool best meets the goals of the Cities. These districts may be, but are not limited to: 1. Enhanced Infrastructure Financing Districts (EIFDs) (SB 628/AB 313/SB 63/AB 1568/SB 1145/SB 961) 2. Community Revitalization and Investment Authorities (CRIAs) (AB 2/AB 2492) 3. Infrastructure and Revitalization Financing Districts (IRFDs) (AB 229) 4. Affordable Housing Authorities (AHAs) (AB 1598/AB 2035) 5. Climate Resilience Districts (CRDs) (SB 852) Task 2 (1.2): Identify economic development opportunities and financial feasibility In analyzing the project areas in Exhibit A, identify development and redevelopment opportunities, and if/how those projects overlap with former Redevelopment Agency areas, while determining infrastructure opportunities were those development/redevelopment opportunities are expected to be built. Explore any financial or other needs around those potential opportunities, specifically costs and if they require a public/private partnership, and how those partnerships may take shape.
