The City of Carlsbad is requesting proposals from qualified firms to provide a constructability review of project plans and specifications for their Fleet Maintenance Building Refurbishment Project. If the project is subsequently awarded by the City Council for construction, the city desires to retain the firm selected for the constructability review to also provide construction management and inspection services during the construction and close out phases of the project. For this reason, a two-part proposal is required to be submitted. The firm to be awarded the agreement for constructability review – and if approved by City Council, also the agreement for construction management and inspection services, shall be known as the “Contractor,” and shall be retained through the completion of the project, including any contract time extensions. The constructability review is expected to take up to 30 working days to complete. Approximately 4 months later, the city expects that construction work will start and continue for 9-12 months, though the Request for Bid (RFB) to be advertised will require a 9-month construction duration. Other Details The Contractor shall provide one lead individual, the Construction Manager (CM), who shall assume overall responsibility for (1) the constructability review, (2) the construction management and inspection services, and (3) reporting directly to the City’s designated Project Manager. Construction management services may be performed by an individual construction manager or as a team approach consisting of highly qualified and experienced individuals. Physical daily site presence is required during the construction management and inspection services to be performed, however hours on site are only needed based on site activities. It is the Contractor’s responsibility through this proposal process to describe how the Contractor will optimize the cost-effective and time-efficient use of firm personnel and any sub-contractors.
