Specifications include, but are not limited to: Contractor shall provide all labor, insurance, transportation (including pick-up and delivery as required), spare parts, and repairs as needed to test, repair and recharge the fire extinguishers of various types and sizes, and to provide test inspections for the fixed fire system cylinders at Fresh Pond and in the Upper American River Project area and other related services as directed by SMUD. The work specifications for requirements are as follows: 1) Pickup and Delivery: A. All CO2 bottles shall be picked up from Fresh Pond SMUD facility within 3 business days of notification from SMUD. SMUD may deliver bottles to contractor s facility at the Contract Manager s discretion. B. All SMUD bottles removed for testing, repair or refilling to the contractor s facility shall be returned within 10 business days to SMUD s Fresh Pond facility. SMUD may pick up bottles at contractor s facility at the Contract Manager s discretion. C. Contractor shall schedule all fire extinguisher maintenance services with the Contract Manager. Contractor shall be ready to recharge, reseal, retag, repair and / or test the quantity of fire extinguishers as scheduled. D. Contractor shall contact Tod Caruthers at 530-647-5006 to coordinate services. All work shall be inspected to the satisfaction of SMUD s Technical Representative, who may reject unsatisfactory work and demand re-performance which shall be provided at no additional cost to SMUD. 2) Inspection/Repair: A. Contractor shall provide annual and other periodic inspection services for the fixed systems and hand held extinguishers and repair any item or system that is not within the manufacture s specifications. Other emergency repairs may be requested and provided on an "as need" basis. B. Cylinder tests shall include cylinder, cylinder head, and flex hose. C. Check nozzles and determine if orientation and orifice size remain unchanged from original design. i. Clean nozzle and determine if nozzles are properly protected. ii. Provide seals where needed. D. Check the physical condition of the cylinders, and note any sign of corrosion. i. Measure cylinders by acceptable methods for low and high-pressure system. ii. If the contents for CO2 are more than 10% below normal capacity, refilling is required. iii. Verify proper operation of the liquid level gauge. iv. Check to see if cylinders are securely held in position. v. Check hydrostatic test record. vi. Check cylinder connectors for integrity and condition. vii. Check release devices for proper arrangement and security. E. Contractor shall furnish and install replacement parts and materials as required and recommended by the fire extinguisher manufacturer. All Ansul cartridges used in recharging must be replaced with Ansul Cartridges. F. Upon completion of each individual inspection or test, all the related fire protection equipment and devices shall be restored to service. Any deficiency, which might prevent restoration of service, or result in a system or component malfunction or impairment, shall be immediately brought to the attention of the Contract Manager. G. Equipment inventories are listed below. SMUD reserves the right to add additional cylinders or to delete cylinders, as SMUD needs may change. All of the following require annual maintenance and hydro testing. H. Contractor will keep the site and work area clean as work progresses. Upon completion of the work, all surfaces involved in the project shall be free from trash and foreign material. I. Labeling: The Contractor shall use approved fire marshal tags and hazardous waste tags. Contractor shall clean the outside of all extinguishers, including removal of all previous put-dated stickers. Contractor will furnish claim tags for fire extinguishers removed from SMUD property and leave a copy of the packing slip or invoice with the Contract Manager for all extinguishers serviced. J. The contractor shall supply all necessary tools and special equipment to perform all work under this agreement. 3) Emergency Repair/Non-Routine Maintenance: The Contractor shall respond to SMUD requests for emergency repairs or request for non-routine maintenance within the next business day after receiving the request for services. Non-routine for the purposes of this work shall be considered services or parts not supplied during normal scheduled maintenance/testing. The number of hours charged for repairs are not to exceed the actual time required for a fully licensed, trained, experienced technician to perform the repairs. 4) Routine Replacement Parts: All replacement parts shall be with like parts from the same manufacturer unless approval is obtained from SMUD. All Routine replacement parts such as O-Rings, CO2 Gas and ABC Powder, etc., SHALL be included in the Contactors bid price for providing the hydrostatic test and recharge services under line item Materials and Parts. 5) Service Hours: The Contractor shall provide services during SMUD normal business hours, Monday thru Thursday 7:00AM to 4:30PM. Services normally will be requested and expected during SMUD normal business hours. 6) Holidays: SMUD will observe the following Holidays. (1) New Year s Day (2) Martin Luther King s Birthday (3) Presidents Day (4) Memorial Day (5) Independence Day (6) Labor Day (7) Thanksgiving Day (8) The Day After Thanksgiving Day (9) Christmas Day 7) Travel Charges: The Contractor will be reimbursed through Bid Schedule Item 6 for mileage to and from Fresh Pond and the UARP at a rate not to exceed the IRS Published Standard mileage rates http://www.irs.gov. All other travel charges must be factored into the Bid Schedule items. 8) General Requirements: A. Contractor must meet all qualifications established by the California State Fire Marshall and the National Fire Protection Agency. B. All Fire Extinguishers & Fixed Systems shall be serviced and inspected in accordance with the California State Fire Marshall s procedures, the National Fire Protection Association s procedures, and SMUD requirements as listed in this Bid Request. C. The Contractor shall be a Fire Protection Contactor licensed by the California State Fire Marshall and continuously engaged in the engineering, operation, maintenance, repair, and inspection of fire protection systems. D. Procedures and practices applied in the performance of such services shall be in conformance with the requirements of California Code of Regulations, Title 19 Public Safety, of the State Code. E. All work performed and materials used shall conform to local and California applicable codes, i.e. California Code of Regulations, Title 24 Building Standards Code, and National Fire Protection Association. F. The Contractor shall adhere to all SMUD security procedures. In all cases, the contractor s personnel shall acknowledge their arrival and departure to the Contract Manager each workday. Any work conditions found to be unsafe shall be immediately brought to the attention of the Contract Manager.
