Specifications include, but are not limited to: Contractor shall provide County-wide drug testing of urinalysis and oral fluids via forensic laboratory services that includes an interactive web-based management system for randomization of specimen collection scheduling and results reporting via interface with Probation Case Management System. The County desires forensic drug testing services that produce scientifically valid, therapeutically reliable drug test results to identify the use of legal and illegal drugs. Forensic drug testing is used to act as a deterrent to illicit drug use, to identify probation clients and or treatment participants who are maintaining abstinence, and to identify those who continue to use or who have relapsed. Further, drug test results help determine if probation clients and/or treatment participants are placed in the appropriate treatment programs and are progressing towards goals in a treatment plan. Also, drug test results inform whether a probation client is compliant with their court ordered conditions of probation and subsequently can determine whether a probation client is allowed to remain in the community or face a loss of liberty and be incarcerated. In addition, forensic drug test results are used to determine the frequency of drug use among arrestees and as a monitoring tool for behavioral health treatment providers. The level and frequency of testing services needed varies considerably by program, site, and population served. Test results may affect custody time, the level of treatment, child welfare and reunification plan, and/or discharge from a treatment program, including possible referral to another program. The County currently conducts approximately forty thousand (40,000) tests per year that require the testing laboratory to have Clinical Laboratory Improvement Amendments (CLIA) Certification (Public Health Service Act Section 353d), and College of American Pathologists Forensic Urine Drug Testing (CAP-FUDT) accreditation and/or Substance Abuse and Mental Health Services Administration (SAMHSA) Certification, and strict adherence to chain of custody standards.
