The purpose of this Request for Proposal (RFP) for the Financial Information System for California (FI$Cal) project is to conduct a two-stage procurement to secure a prime Contractor (System Integrator) to design, develop, and implement a commercial off-the-shelf (COTS) Enterprise Resource Planning (ERP) integrated solution. In Stage 1 of the procurement, the State will award up to three (3) Firm-Fixed-Priced (FFP) contracts to the three (3) highest scoring Bidders to conduct a paid Fit Gap analysis. In Stage 2 of the procurement, the State will award an FFP System Integrator contract to the Stage 1 contractor with the highest score. The proposed solution must meet the State's financial management needs in the areas of accounting, budgeting, and procurement. In addition, the scope of this RFP includes the acquisition of the hardware and software required to operate the proposed solution.
