The City seeks the following required services: Monitoring and Bill Tracking Service – The selected firm(s) shall serve as a reliable and consistent channel of information with Congress, the Presidential Administration, and Federal Regulatory bodies; monitor and provide regular reports, both orally and in writing, on current legislation, regulations, grants, the Federal Appropriations process, or any legislative events that may directly or indirectly impact City. The selected firms(s) will also provide an analysis of the impact of legislation or regulation on the City. Legislative and Regulatory Advocacy – The City’s positions on key Federal policies are determined annually by the City’s Mayor and Council as set forth in Attachment D. The selected firm(s) will work closely with the City’s Intergovernmental Relations team, Department leads, and the Mayor and Council to develop the Legislative Program on an annual basis. Throughout the year, the firm(s) will work with the City through the Intergovernmental Relations team to develop and execute strategies to advance the City’s priority policies. The selected firm(s) will participate in standing and ad hoc meetings, create and/or review written briefing and presentation materials, engage in coalition building, stakeholder engagement, media plans, and policymaker and staff outreach to pursue the City’s top legislative and regulatory activities.
