Specifications include, but are not limited to: The City of Tucson intends to enter into a contract with a qualified firm to provide Federal level consulting services. Consultant shall, by and through its own facilities and personnel, plan, organize and supervise special representation forthe City at the Federal Government level in all areas of interest to the City through research, information gathering andpersonal representation. In implementation of such representation, the Consultant shall perform the following services:A. Undertake the representation of the City's interests before all appropriate Federal agencies, as requested by the City.B. Confer in Tucson as needed with appropriate City officials concerning the City's Federal program interests.C. Monitor all Federal aid programs with the intention of conveying timely information and analysis concerning suchprograms to appropriate City officials.D. Initiate actions with Congress and other appropriate Federal agencies and officials to promote the interests of theCity.E. Maintain effective liaison with the policy committees and activities of the United States conference of Mayors, theNational League of Cities and other public interest groups where appropriate, as they may affect the interests of theCity.F. Be available to consult with the Mayor, the City Council, the City Manager and other appropriate City officials on thedevelopment of a comprehensive strategy to strengthen and broaden the efforts of the City to maximize Federalresources of the City's programs.G. Represent the interests of the City in legislative matters in Washington, D.C.H. Be available to provide, through the City Manager, technical assistance and consultation to any agency of the City, inthat agency's efforts to conform to and act upon Federal guidelines and regulations regarding Federal aid programs,including involvement with State and Regional agencies.I. Report to the Mayor and Council, City Manager and Director of Intergovernmental Relations on the progress of dutiesand responsibilities as set forth herein.J. Make available to the Mayor and City Council, City Manager and Director of Intergovernmental Relations a writtenplan detailing the manner in which the City's interests shall be represented.K. Present one personal briefing per year to the Mayor and City Council.L. Deliver quarterly reports to the Mayor and City Council regarding Federal current and ongoing legislative issues.
