CAPK is seeking proposals from qualified, licensed and bonded entities with demonstrated professional competence and experience to provide Family Childcare Program Consultant services on an as-needed basis. This scope of work outlines consultant services needed to review and evaluate the implementation of CAPK’s Family Child Care (FCC) program option under the Early Head Start–Child Care Partnership. The FCC program aims to achieve the following objectives: • Foster sustained, respectful, and collaborative partnerships. • Build a highly educated and qualified workforce to deliver high-quality early learning and education. • Expand access to high-quality early learning environments to FCC providers. • Align early childhood policies, regulations, and resources at national, state, and local levels to support quality improvement. • Promote child and family well-being and progress toward school readiness. The primary goal is to support the implementation of a comprehensive FCC program under the Head Start model. The consultant will collaborate closely with CAPK to design and implement staff training, policies, procedures, and assessment tools to achieve the program purpose while supporting CAPK's values and structure. Activities should include evaluating the current FCC system, visiting contracted partners, and assessing internal and external factors critical to building and maintaining meaningful community partnerships. Collaborate with CAPK’s management team to review and revise current systems. Develop monitoring systems, training plans, and client resources (Handbooks, Policies, etc…) The action steps should lead to a sustainable FCC system that aligns with funding requirements and respects the unique structure and culture of FCC including the comprehensive services required within Head Start
