Specifications include, but are not limited to: SCO is seeking experienced accounting professionals to provide expert advisory services for accounting and financial reporting. The expert advisory services shall include an in-depth analysis of the Financial Information System for California (FI$Cal) Enterprise Resource Planning (ERP) system and a subsequent project plan that supports SCO constitutional responsibilities and accounting requirements. The in-depth analysis and the project plan shall reflect the highest performance standards in financial performance management. Development of a comprehensive SCO Financial Performance Management Roadmap shall include: 1. A project assessment 2. An information security risk assessment 3. A cost benefit analysis that includes alternative design options 4. Areas of organizational improvement that support the modernization of SCO operations The SCO Financial Performance Management Roadmap shall be shared with the Legislature, FI$Cal partners, and state stakeholders.
