The City of Sacramento seeks a firm that will provide the following services: An evaluation firm to work collaboratively with staff and the SCF commission to design a comprehensive evaluation to provide recommendations for funding allocations, fund management, and public accountability. This includes annual service performance reports and evaluation reports. The firm will also work closely with SCF grantees, that include, community-based organizations and public entities, to provide training, technical assistance, and capacity building activities focused on SCF’s monitoring, evaluation, and learning. EVALUATION GOALS: The evaluation services aim to be an added value to SCF offering recommendations that are: 1) Meaningful: Answers questions the community care about, 2) Novel: Gives new information that otherwise wouldn’t have had, and 3) Actionable: Gives answers to improve the services and policies of the Fund. The selected evaluation firm for this Request for Proposals (RFP) will assist the City of Sacramento and grantees with rolling out evaluation activities for purposes of the needs listed in the RFP document. ---
