The awarded Contractor shall develop an evaluation plan for ACBHD, to include tools and instruments that will be used to collect quantitative and qualitative data, and develop a suite of evaluation tools that will track service delivery and yield outcome/impact data. All evaluation materials shall be created in collaboration with and approved by ACBHD. Specifically, the scope includes, but is not limited to, these five components: Develop an evaluation plan for the following two programs: Arrest Diversion Services and Triage Center; and Reducing Probation/Parole Violations. The evaluation plan shall understand the extent to which these two programs, separately and together: Mitigate and lower the over-incarceration frequency and rate of individuals experiencing behavioral health challenges; and Enhance behavioral health care providers' ability to help resolve their clients’ parole/probation violations by providing ongoing training with respect to working with legal and law enforcement entities. Develop and execute qualitative and quantitative evaluation: Data Acquisition and Collection: In collaboration with ACBHD and/or their designee, develop and execute a data acquisition framework to capture both qualitative and quantitative evaluation data. Data Analysis: Analyze and create a report from data collection. Provide Technical Assistance for Quantitative Evaluation: Review existing ACBHD data collection tools and reports; Conduct assessment of existing data collection activities by vendors providing services; Provide project-specific evaluation technical assistance to vendors to support quantitative data collection and reporting; and In collaboration with ACBHD, create a central data and metadata repository.
