Specifications include, but are not limited to: The services shall include an evaluation of the following: 1) Effectiveness of each individual LOC (Level of Care) tool/process for the identified target population. Determine if the tool/process effectively determines the functional eligibility of each of the target populations utilizing this instrument. 2) Effectiveness of each individual service needs identification system for the identified target population. Are the tool / process / protocol / methodology effective at determining the service delivery needs of each of the target populations? Can the service delivery agency make appropriate judgments' as to the "needs" of the individual based on the functional eligibility determination? 3) Assessment of the level of satisfaction with the identified Level of Care tools. Are the various elderly and disability populations served, families, providers and State SRS and KHPA staff satisfied with the current document / tools / protocols / processes / methodology? If not: Why? State recommendations to meet the needs identified. Gather information by speaking with the following populations in each of the six SRS regions in Kansas a.
