According to regional circulation plans and studies prepared by the County of Riverside Transportation Department (RCTD), Highway 74 is to be realigned to continue straight through Ethanac Road, connect to Ethanac Road Interchange (proposed to be widened in the future by the City of Perris) and eventually continue west connecting to the I-15. Ethanac Road and Hwy 74 in this area are classified as a 6 lane Expressway in the City’s General Plan Circulation Element. The Feasibility Study will focus on the realignment at the intersection of Ethanac Road/Antelope Road/Highway 74 and incorporating an Overpass for the railroad. The limits of the project would be Trumble Road to Palomar Road. The City has developed a conceptual plan for this realignment. In addition, the County of Riverside Transportation department has also developed conceptual realignment plans. The consultant shall look at these concepts and propose alternatives that can be further study during subsequent phases. The existing Ethanac Rd/I-215 Interchange is not part of this Feasibility Study. The consultant shall at least investigate the existing efforts by the City of Perris/County of Riverside Transportation Commission to widen this interchange and incorporate any findings into the Feasibility Study.
