A. BACKGROUND INFORMATION The District is seeking environmental consulting services related to the North San Bernardino Channel Project. The proposed project involves replacing the existing rural interim channel with a permanent concrete ultimate channel. The project also includes the construction of three street crossings/culverts, the relocation of various utilities (primarily at the street crossings), and the potential use of the basin area as a temporary construction yard. B. PROJECT DESCRIPTION 1. The selected consultant shall perform all necessary analyses and technical studies required for compliance with the California Environmental Quality Act (CEQA as well as all applicable regulatory permitting requirements. The consultant shall also be responsible for identifying and addressing any additional environmental compliance issues based on professional expertise. 2. Requirements: a. Construction of the project is anticipated to take approximately one year. Proposers are requested to base cost estimates on a duration of up to 365 working days, inclusive of any potential delays due to weather conditions or equipment failure. All proposed costs shall include per diem, mileage, and any other associated expenses. b. The anticipated start date for consultant services is November 2025. Proposers shall identify any additional tasks, issues, or concerns necessary for full compliance with applicable environmental regulations, based on their expertise and understanding of the environmental review process. c. Proposers should have experience preparing deliverables associated with CEQA compliance. 3. The following Scope for biological resource assessment and reports in association with implementation of the project is based on the requirements of compliance with the CEQA . This project is funded with federal funds received by FEMA through the Hazard Mitigation Assistance Grant, and compliance will be required through the Governor’s Office of Emergency Services (CalOES). Additionally, state funding for the project has been received by CalOES under the Prepare California Match program. The District is the lead agency for CEQA compliance. CalOES is the lead agency for NEPA compliance.
