The Town of Windsor is seeking proposals from qualified environmental consulting firms to analyze and prepare the appropriate California Environmental Quality Act (CEQA) documentation for the Keiser Park Master Plan Update, completed in 2024. The selected consultant will review the 2008 Keiser Park Master Plan Environmental Impact Report (EIR), the proposed changes to the Master Plan, conduct necessary technical studies and/or updates, and determine and prepare the required CEQA documents. Consultants will also support the Town with exhibits required to complete General Plan amendments, Station Area Plan amendments, rezoning of park expansion areas and lot line adjustments or mergers. In 2008, the Windsor Town Council adopted the Keiser Park Master Plan and certified an Environmental Impact Report (EIR) (SCH #2000032102) in compliance with CEQA. The EIR evaluated the full buildout of all three phases including: Phase One: Three ball fields, a playground, basketball courts, parking and a restroom/concession building with maintenance storage. Phase One was completed in 2011. Phase Two: Includes a competitive and recreational aquatic facility, parking and a large children’s play area. Phase Three: Includes a 35,000-square foot multi-use recreation center and additional parking.
