The County of Santa Clara (“County”) Technology Services and Solutions (“TSS”) Department is seeking proposals for a comprehensive Translation Management System (“TMS” or “solution”) that utilizes artificial intelligence (AI) powered machine translation to enable staff to manage and fulfill requests to translate the web content published on the County’s Public Portal websites. In addition to a robust TMS, the solution must be accessible and useable by the County’s contracted Language Service Provider (“LSP) to ensure high-quality translation services, comprehensive localization workflows, and efficient management of multilingual content. In addition to the TMS platform, the proposal must include the associated professional services required for the implementation and/or configuration of the selected solution, including support for integrating with an LSP. The County expects turnkey, configurable solutions with all software, implementation services, training, maintenance and support provided by the awarded proposer. Solutions may be submitted by a primary proposer supported by or partnered with sub-contractors. Solutions should not obligate the County to manage additional contracts with 3rd-party vendors. Therefore, if the solution includes the use of 3rd party software to support the application, the County expects the awarded Contractor to deliver its final solution, including all supporting software, licensing and interface development.
