Western Water proposes to construct an intertie with its neighboring agency, Rancho California Water District (RCWD), to address additional water demand needs, and improve water system reliability and resiliency. The Western Water Regional Intertie with RCWD to Improve Water Reliability and Resiliency Project (Project) will be located in Western’s Murrieta Service Area. Based on Western’s Murrieta Facilities Master Plan, initial design places the interconnection at the intersection of Kalmia St and Washington Ave in Murrieta California. The intertie is anticipated to include a 5 cubic feet per second (cfs) initial connection, expandable to 12.5 cfs in the future. Please note that the immediate demand for the intertie Project is estimated at 937- acre feet per year (1.3 CFS), and approximately 4,700 disadvantaged residents are anticipated to benefit from this project. The new interconnection project is a grant-driven project and will need to be ready for construction advertisement by February of 2026. Western staff identified four properties to place the Intertie with RCWD. The following are the general locations of these properties: 1. East of the intersection of Kalmia Street and Washington Avenue. 2. North of the intersection of Kalmia Street and Washington Avenue. 3. North of the intersection of Lemon Street and Washington Avenue. 4. West of the intersection of Kalmia Street and Adams Avenue. Currently, Western staff are evaluating the property located to the west of the intersection of Lemon Street and Washington Avenue. Depending on the property purchase negotiations, Western staff may move onto a different location to secure land to place the intertie project.
