The City of Richmond, California is seeking to develop a comprehensive infrastructure plan for the Parchester Village neighborhood and the segment of Giant Highway and Collins Avenue adjacent to Parchester Village (See Exhibit 1: Parchester Village Infrastructure Study Area Map) with recommendations for transportation and infrastructure improvements to support safety, access, placemaking, and resilience for the neighborhood. The plan will evaluate and develop recommendations to improve storm drainage conditions to address flooding issues; improve pedestrian, transit, and bicycle safety and access; and improve pavement conditions. This Request for Proposal (RFP) describes the project, the required scope of services, the consultant selection process, and the required information that must be included in the proposal. Failure to submit information in accordance with the RFP requirements and procedures may be cause for disqualification. The anticipated term of this contract will be for a period of up to two (2) years.
