2. SCOPE OF SERVICES A. The Consultant shall: 1. Provide energy market expertise, information, and recommendations throughout the procurement process as requested by the District and as deemed necessary by the Consultant for the District to make informed decisions. 2. Conduct a survey of active and licensed suppliers, currently registered by the California Public Utilities Commission (“CPUC”), in the applicable territories in order to determine the best market strategies, generate the most competitive bids, and maximize savings for the District. 3. Define data requirements, identify sources of data, and create a central data repository of all relevant account information. 4. Provide online access to and export capability for monthly account usage information pursuant to requirement to be determined by the District. 5. Be responsible for pulling utility quality usage data for all accounts included in the procurement directly from the utility, including all associated costs. 6. Provide the District with green/renewable energy procurement options; assess any requirements from the District for the procurement of renewable energy; and assist in monitoring the supplier’s renewable performance and certification of any renewable energy credits resulting from energy supply contract awards. 7. Assist the District to develop an energy supply solicitation and may review the final contract to ensure that it meets both the District and supplier requirements. 8. At the request of the District, meet with selected District personnel and potential participants to answer questions, discuss various aggregations of District accounts, explain the procurement process, and discuss market conditions. 9. Work with the District to advertise the procurement, contact registered suppliers within the applicable territories to inform them of the procurement, and register prospective bidders. 10.At the District’s direction, the Consultant shall register prospective bidders as users of the auction platform and answer any questions regarding the software system used in the auction process.
