A - Citywide Employee Engagement Survey The scope of service includes all tasks associated with designing and conducting the study, as well as presenting the results and recommendations. More specifically: 1. Examine the City’s prior 2015, 2018, and 2022 survey questions, methodologies, and results. 2. Meet with City representatives to discuss the survey objectives, the process, and tasks to be performed. Discuss proposed methodology and potential challenges and issues surrounding prior City studies. 3. Develop a mutually agreed-upon project management plan that clearly describes all phases of the project with schedule, milestones, responsibilities, and deliverables to achieve the outcomes of the project in a successful and timely manner. 4. Develop a draft questionnaire for City’s review and make revisions as needed until all parties approve of the questionnaire. The survey design shall offer a high level of validity and be statistically sound. Survey questions shall be based on proven methodologies and allow for flexibility for the City to provide input on question selection and the potential to add questions. At a minimum, questions should be designed to elicit feedback related to: (a) Employee training and development (b) Management/employee relations and effectiveness of leadership (c) Organizational climate (including, but not limited to, work-life balance, communication, and sense of belonging) (d) Perception/understanding of Organizational culture, mission, and values (e) Employee recognition and appreciation 5. Provide multiple methods for participation to meet the needs of a diverse workforce (laptop, mobile device, etc), particularly for those with limited computer access. 6. Provide a secured survey link via email to invite employees with computer access to participate, ensure secure data storage, and comply with City's cyber security protocols. 7. Collaborate with the City and provide a plan to ensure anonymity of individual respondent results, confidentiality and security of the surveys and survey data throughout the implementation, assessment, and delivery of results. 8. Test the survey to ensure its integrity. 9. Schedule and issue questionnaire. Protect access so that only those who receive invitations will be able to access the survey. 10. Promote a high participation rate with an effective communication strategy.
