Specifications include, but are not limited to: The County of Orange (County) Health Care Agency (HCA) is seeking applications from qualified organizations to provide Employee Health Services Surge Staffing. The primary goal of this program is to provide additional staffing to assist Employee Health Services (EHS) in regular tasks which may include employee and workplace communicable disease follow-up, which falls within the scope of EHS. As the emergency nature of COVID-19 has evolved, so too have the regulatory requirements for employers, which included the Emergency Temporary Standards. Cal/OSHA COVID-19 Non-Emergency Regulations (NER) have now been adopted into regulation for the next two (2) years. The resumption of other non-communicable disease services, provided by EHS, as well as expansion of mobile Occupational Health services, leaves EHS at times with insufficient staff to meet the demands of increasing COVID-19 positivity surges that may occur in the workplace and community. This necessitates maintaining clinical nursing and medical office staffing resources when EHS staffing capacity is exceeded. This surge staffing contract allows for continuation of normal business operations including new hire health clearances, medical surveillance, ensuring employer compliance with monitoring CalOSHA defined COVID-19 outbreaks, surveillance and testing, case contact tracing, employee notification; and medical follow-up. The County is seeking qualified organizations that can provide appropriately licensed and experienced nurses to perform nursing services as well as experienced medical assistants to provide front and back office medical services. There will be seasonal demands and the County will need additional staffing to cover the demand. During surges in communicable disease, additional staffing services will be required with mobile clinic deployment capability throughout the County, when exceeding EHS staff capacity, on a temporary basis.
