1. Clinical assessment and referral by California licensed clinicians (e.g., counselors, therapists, psychologists, and psychiatrists) for a wide variety of problems including, but not limited to, family or marital stress, alcohol, and/or drug abuse, legal and/or financial difficulties, and psychological/emotional problems. 2. Up to seven free counseling sessions for each incident to permit an employee or family member to identify problems and to receive referrals to the appropriate City health plan or community-based resources for treatment and/or counseling. 3. Case monitoring and follow-up. 4.
