A. Services Requested The Airport issued this Solicitation to seek Proposers to provide Emergency Responder Radio Communications System (“ERRCS” or “System”) maintenance, support, remote monitoring via a contractor-provided software solution, and training services for the Airport’s existing ERRCS system. The services sought under this Solicitation are further detailed in this Section II, Scope of Services. For the contractor-provided remote monitoring software solution portion of this Scope of Services, Proposers may propose a cloud-based, software-as-a-service (SAAS) solution; an on-premise software solution operated on Airport’s network; or a combination cloud-based and on-premise software solution, at the Proposer’s discretion. Given the different possible approaches, the City has included both its Software as a Service Agreement (form AIR-648) for a cloud-based software solution, and its Software License, Maintenance and Technical Services Agreement (form AIR-649) for an on-premise software solution, attached hereto as Appendix A, Sample Contract Agreements. B. Background / Description of Services ERRCS, also known as Distributed Antenna System (“DAS”), is a mandated life safety wireless communication network designed exclusively for use by emergency services personnel. It ensures reliable, uninterrupted communication inside and outside buildings by receiving external public safety radio signals and retransmitting them throughout the structure. This enables effective signal penetration in all areas, including dead zones and isolated places such stairwells, elevators, and other heavily shielded spaces. ERRCS comprises several critical hardware/equipment components including but not limited to the following: • Donor Antenna - Receives signals from the network of first responders. • Bi-Directional Amplifier (“BDA”) - Connects to a donor antenna and to the DAS via cable or fiber. Amplifies signals for distribution via the DAS. • DAS - The in-building network of coax cables, splitters, and antennas used to evenly distribute the amplified signals throughout the building. • Battery Backup System - Provides uninterrupted power in the event of power failure.
