The selected firm shall facilitate the development and adoption of the City’s updated Emergency Operations Plan. The scope of work shall include, but is not limited to, the following: A. Project Management and Kickoff 1. Conduct a kickoff meeting with city staff to confirm project timeline, points of contact, and communication protocols. 2. Prepare a project work plan, including milestones, deliverables, and progress reporting schedule. B. Review of Existing Plans and Gap Analysis 1. Review the current EOP, Hazard Mitigation Plan, Continuity of Operations Plan (if available), and any relevant emergency annexes or protocols. 2. Identify compliance gaps based on current FEMA CPG 101 guidance, Cal OES standards, and recent changes to federal or state emergency response frameworks. C. EOP Development 1. Draft an all-hazards Emergency Operations Plan organized according to the functional annex format. 2. Include Base Plan, Functional Annexes (e.g., Communications, Evacuation, Mass Care, Public Health, Recovery), and Hazard-Specific Appendices (e.g., Earthquake, Civil Unrest, Extreme Heat). 3.
