4.1. Scope The successful Contractor will be expected to perform services as the Santa Cruz County EMS Agency Medical Director to the County’s EMS program according to the following: A. Provide medical oversight and direction to the agency in the planning, implementation, and evaluation of the Santa Cruz County EMS system (EMS System) including but not limited to: 1. Provide medical control and oversight to assure accountability within the EMS System. 2. Use an evidence-based model to develop and update EMS policies and procedures, treatment, and transport protocols for all pre-hospital providers. 3. Review and provide medical direction for the development and maintenance of Quality Improvement and Quality Assurance programs inclusive of all provider agencies within the EMS System. 4. Review EMS System clinical incidents and make performance improvement recommendations for both individual providers and the system within two (2) weeks of receiving a request to review from the EMS Administrator. 5. Review and recommend clinical performance metrics for monitoring of the EMS System and recommend updated performance metrics and benchmarks annually (by the end of the first calendar year quarter). 6. Give expert guidance for enhancing the EMS System, including Trauma, ST-segment elevation myocardial infarction (STEMI), Stroke, and Cardiac Arrest specialty systems of care. 7. Assist in the development and update of triage and transfer protocols for specialty systems of care. 8. Provide medical control and oversight of local Emergency Medical Dispatch (EMD) programs. 9. Provide medical control for the Health Care Coalition. 10. Provide medical control for the Santa Cruz Regional 911 (SRC 911) Center otherwise known as Netcom. 11. Review and help resolve patient care complaints. 12. Authorization and assistance in the maintenance and development of Basic Life Support (BLS), BLS expanded scope, and Advanced Life Support (ALS) programs. 13. Assistance in the approval and monitoring of Emergency Medical Technician (EMT), and Paramedic training programs. 14. Participation in EMS personnel investigations in accordance with statutes, regulation, and local policy. B. Facilitate the County EMS Physician Advisory Committee (PAC). C. Maintain active membership and represent the County of Santa Cruz at the State Emergency Medical Directors Association of California (EMDAC). D. Attend joint meetings of EMDAC and the Emergency Medical Services Administrators Association of California (EMSAAC) as requested by the EMS Administrator. E. Prepare reports for and attend meetings as requested by the EMS Administrator, which may include the Emergency Medical Care Committee (EMCC), Continuous Quality Improvement (CQI), County Field Training Officers (FTO) meeting(s), and Emergency Medical Dispatch (EMD) meetings, and other ad hoc meetings as mutually agreed to with the EMS Administrator. F. Provide guidance and direction for participation in trial studies and other EMS research project in Santa Cruz County approved by the EMS administrator. G. Provide clinical education and support the participation of other EMS physicians at annual ALS training/update classes. H. Provide leadership in developing regional EMS partnerships. I. Provide leadership as a clinical advisor/panelist for the Santa Cruz County Healthcare Information Exchange presentations. J. Submit a monthly work invoice by the 10th of each month identifying the previous month’s number of hours worked and the mutually agreed upon duties performed during those hours. K. Provide clinical support during public health emergencies and responses in addition but not limited to contribute medical expertise to address public health issues, with emphasis on those where EMS and public health intersect. L. Attend meetings and provide clinical support as needed when activated for Disaster Service Work as part of the Santa Cruz County Health Services Agency Department Operations Center and/or Santa Cruz County Emergency Operations Center. M. Provide clinical support to the Santa Cruz County Health Officer as part of a team of medical professionals providing after-hours and weekend on-call support to Santa Cruz County Public Health and as part of the EMS Medical Health Operational Area Coordinator (MHOAC) 24- hour / 7-day per week / 365-days per year (24/7/365) on-call program. N. Other relevant duties as mutually agreed upon between the Contractor and the EMS administrator.
