A. Executive Summary Orange County Health Care Agency (OCHCA) is seeking information through a Request for Information (RFI) from qualified respondents to be able to offer and implement a comprehensive Electronic Health Records (EHR) application. The purpose of this RFI is to consider the possible replacement of two existing EHR systems within different service areas with a more modern and streamlined EHR system, either as one integrated system for the County Behavioral Health Services (BHS) area, Public Health Services (PHS) area and Correctional Health Services (CHS) area or two separate systems – one that serves the BHS and PHS area and the other that serves the CHS area, with the ability to integrate and interoperate for the purposes of data sharing and coordination of care. CHS provides medical and mental health services for adult inmates housed within County Jails and medical services for youths housed within County detention facilities and Orangewood Children and Family Center. BHS provides mental health and substance abuse prevention, intervention and treatment services. PHS provides public health services such as immunization, disease prevention, family health, nutrition and food, community nursing, and laboratory. This system or systems should be able to offer and support a scalable and cost-effective system with superior capability in the management of patient health information, enhance clinical efficiency, improve patient care, enhance security and interoperability, ensure clinical regulatory compliance, support billing claims for California, federal and other payers, support a variety of interfaces and integrations with third party medical devices and support and enhance the efficiency of our operations. The scope of work for each set of program service areas is noted below, one for the BHS and PHS areas and the other for the CHS area. Respondents with experience in EHR solutions tailored for the full range of services within these service areas are encouraged to submit responses, either as one integrated system serving both service areas, or individually for either selected service area.
