The selected organization shall provide the following services: A. Website and application ● Develop (or utilize existing) web-based form, database, and webpage for applicants. Form submissions will be received by organization to determine applicant's Program eligibility and issue discount vouchers ● Provide a web-based form and database for dealers/retailers to submit sales data for organization to track reimbursements ● Provide customer service to applicants and dealers/retailers via phone and email ● Translate the web-based form into Spanish and [other languages based on Menlo Park demographics] in collaboration with City staff as needed ● Provide in person and phone support to help applicants fill out the form, as needed B. Program marketing ● Develop content and collateral materials, and work with City staff to advertise the program through digital marketing channels, such as social media, email campaigns, and the City's website ● Translate marketing materials into Spanish ● Coordinate with other community based organizations and non-profits C. Application processing and eligibility verification ● Enroll participating auto dealerships and e-bike retailers and/or online organizations ● Produce discount vouchers based on eligibility criteria ● Track dealer/retailer voucher redemption requests and payments ● Create City-accessible dashboard for tracking sales, reimbursements, and payments ● Develop and implement fraud prevention measures for voucher generation and redemption
