This Request for Proposal (RFP) is issued to solicit responses from qualified organizations to deliver Behavioral Health Services and Supports (BHSS) – Early Intervention Programs under the Behavioral Health Services Act (BHSA). These programs are designed to reduce the risk of mental health and substance use disorders becoming severe and disabling by providing early, targeted interventions. The County recognizes that early intervention is critical to the long-term health, safety, and resilience of individuals, families, and communities. By reaching individuals—particularly youth and transitional-aged youth, before symptoms escalate, BHSS programs can interrupt cycles of trauma, reduce disparities, and promote emotional wellness, educational attainment, and social functioning.
