Specifications include, but are not limited to: The City and County of San Francisco’s Contract Monitoring Division seeks proposals from qualified research, evaluation, and technical assistance firms to support the City in strengthening its contracting equity initiatives. In particular, the City is looking to partner with one or more firms to conduct an availability study, a utilization study, and participatory evaluation of its Local Business Enterprise program over a 9 – 12 month engagement, which may be extended based on budget availability and/or project needs. The results of this research will serve as the analytical and community-rooted foundations for future program and policy decisions related to the City’s small business contracting inclusion initiatives.
