Request for Executive Recruitment Services to lead a search for a Vice President of Administrative Services for the El Camino Community College District Overview: El Camino Community College District is seeking qualifications from experienced and qualified executive recruitment firms (“Firm”) to provide professional services in conducting a comprehensive, nationwide recruitment search for the position of Vice President of Administrative Services (VPAS). The selected Firm will partner with El Camino College’s Human Resources to ensure a high-quality, inclusive, and efficient search process that results in the successful hiring of a qualified individual who aligns with the College’s mission, values, and strategic goals. Objective: The objective is to contract with a third-party executive search firm that will lead and manage all phases of the recruitment and selection process for the Vice President of Administrative Services. Scope of Services: The selected Firm shall provide the following services: A. Pre-Recruitment and Planning – schedule meetings with the President to understand institutional needs, priorities, and desired candidate profile. Schedule meetings with the search committee to develop interview questions and a recruitment plan and timeline. B. Recruitment and Candidate Sourcing – design and implement a targeted, nationwide advertising and outreach strategy. Use Firm’s networks, databases, and direct outreach to identify and attract highly qualified candidates. Actively recruit diverse candidates, including those from underrepresented and historically marginalized backgrounds. Funnel candidates to the District’s application portal. C. Candidate Evaluation and Selection Support – schedule meeting(s) with search committee to review and rank applications. Design an evaluation rubric for the search committee to utilize. Assist committee in selecting individuals for interview with the committee and final interviews with the President. Schedule interviews and manage all communications and interview logistics for selected interviewees. D. Stakeholder Forums – facilitate open forums with finalists selected for interview with the President. Collect feedback from open forums and assemble a comprehensive report for the President’s review. E. Final Interviews with the President – provide written summaries and candidate profiles to the President in advance of final interviews based on thorough and comprehensive reference checks on all finalists selected for interview with the President. F. Verbal offers and negotiations with the finalist selected managed by El Camino College’s Human Resources representative. Minimum Qualifications of Firm • Demonstrated experience conducting executive-level searches for higher education institutions, preferably within California community colleges or comparable systems. • Proven success in recruiting diverse candidate pools. • Familiarity with California education codes, shared governance, and the California Community College system. • Ability to adhere to confidentiality and compliance with District policies, recruitment procedures, applicable laws and regulations (e.g., EEO, Title 5). Period of Performance The term of the agreement will begin upon contract execution and conclude upon successful appointment of a Vice President of Administrative Services. The anticipated timeline for the recruitment process is 4-6 months.
