The City of Los Angeles Harbor Department has been awarded $411,688,296 by the U.S. Environmental Protection Agency (EPA) for the Sustainable Equipment Adoption: Community, Harbor, and Neighborhood Growth & Empowerment (SEA-CHANGE), a multifaceted project which will focus on deployment of zero emissions port equipment at the Port of Los Angeles. The Harbor Department’s Environmental Management Division (EMD) is soliciting proposals from qualified consultants to provide support with administering this grant funding award. The EMD intends to select a firm with specialized experience in managing large federal grant funding projects (experience with Environmental Protection Agency [EPA] grants preferred), and technical expertise in working with port equipment, fuel-cell equipment, and hydrogen fuel use to eliminate carbon and local harmful pollutant emissions. In administering this grant, the selected consultant will support the EMD in managing the terminal subproject’s elements and the Harbor Department’s internal efforts, alongside providing support as requested towards the community engagement program managed by the Harbor Community Benefit Foundation (HCBF).
