Judicial Council is seeking proposals from qualified and experienced vendors to implement a comprehensive Energy Management Information System (EMIS) and Utility Bill Processing (UBP) solution. The selected vendor will be responsible for delivering a scalable, reliable, and user-friendly system capable of supporting energy data management, automating utility bill processing, and providing advanced analytics to enhance energy efficiency and operational performance across the organization. Judicial Council will consider two potential service structure options for this project: A. A single prime vendor that provides both UBP and EMIS implementation and support services in-house. B. A prime vendor that delivers EMIS implementation and support services in-house and partners with a third-party vendor to integrate UBP services.
