This funding opportunity includes two distinct components: 1. Training and Program Implementation – Subrecipients selected under this component will provide direct services, such as instruction, student support, job placement assistance, and outreach, to expand equitable access to EMS and Fire career pathways. 2. Research and Evaluation – Subrecipients selected to lead the research component will be responsible for analyzing regional EMS-Fire workforce trends, assessing training pipeline effectiveness, identifying barriers to access for underrepresented populations, and producing actionable insights to inform program design, policy, and funding decisions. Respondents must propose activities or expenses that are: Program Training Component: • Clearly connected to an EMS, Paramedic, or Fire program in San Diego County, including cadet, youth, or trainee programs. • Not fully covered by other confirmed funding sources. • Clearly justified and aligned with federal and state cost principles. All proposed activities must be allowable, allocable, reasonable, and consistent with applicable guidelines.
