The County of Riverside Purchasing & Fleet Services Department, on behalf of the Housing and Workforce Solutions/Workforce Development Division (HWS/WDD), is soliciting proposals from qualified bidders to submit a proposal to provide Employer of Record (EOR) Services under the Workforce Innovation and Opportunity Act (WIOA) and other funding sources, as they become available for Riverside County. The award will be determined based on the quality of the proposal received and the need to ensure service coverage throughout Riverside County. The goal of this Request for Proposal (RFP) is to solicit, identify, and fund a qualified bidder to design and implement Employer of Record services for WIOA Adult and Dislocated Worker participants throughout Riverside County. The successful bidder will assign job seekers to work experience sites based on local needs and opportunities, where participants will be supervised according to each site's operational requirements. The Employer of Record will be responsible for administering payroll, managing employer taxes, and covering workers’ compensation premiums, all in accordance with the terms outlined in a formal agreement. The County provides workforce services to underemployed and unemployed job seekers, including those disconnected from the workforce for extended periods.
