The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB)/Air Force Rocket Lab (AFRL), CA has a requirement for Ambulance Services at AFRL. The Performance Work Statement (PWS) dated 06 Aug 2025 (Attachments 1-4) defines the specifications.

Vendors may provide quotes for one or more of the performance work statements (PWS) based on their capabilities. Each PWS has an identifier in the top right portion of the header (12 HR GFP, 24 HR GFP, 12 HR Turnkey, and 24 HR Turnkey). Your quote must include the appropriate identifier of the PWS you are submitting a quote for. Failure to do so with be considered nonresponsive.

ADDENDUM to 52.212-2, Evaluation – Commercial Items.
The government will select the quote and PWS that is determined to be the best value to the government. Only one quote and matching PWS will be selected based off this solicitation.
The minimum proposal must be 12 HR GFP. However, no award is guaranteed even with such a proposal. The Air Force will consider the benefits and price of 12 HR GFP, 12 HR Turnkey, 24 HR GFP, and 24 HR Turnkey and make a technical price tradeoff. In this evaluation Technical is equally important with Price.

Technically Acceptable Subfactors:
a) Workforce: Provide a written plan detailing how callouts, PTO, and unforeseen absences will bemanaged to ensure adequate staffing.
b) Demonstrated at least three (3) experiences in providing similar dollar amount of ambulanceservices in comparable service areas.
Experience, for those offers submitting at least three instances of providing ambulance services, will be considered for quality. Quality will be assigned ratings of satisfactory or unsatisfactory, offerors rated unsatisfactory will be found not technically acceptable for experience. The lack of past performance will not be rated favorable or non-favorable but will be considered neutral.
The Government will award a firm fixed priced (FFP) contract resulting from the RFQ to the responsible offeror whose quote is responsive to the RFQ and considered to be the Best Value to the government.
(x)Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. Completion of FAR 52.212-3 electronically atsam.gov is acceptable.
