The proposer must be capable of delivering the circuit end-to-end without relying on a third party and must integrate within the scope of the pre-existing County infrastructure. Pricing should separately list the Monthly Recurring Charges (MRC) and Non-Recurring Charges (NRC) for the circuit. Nonrecurring charges for point-to-point and direct internet access circuits should include installation fees, off-net construction, and network interface devices. This Request for Proposal (RFP) does not commit the County of San Bernardino (County) to award a contract. County will sign contracts with additional contingencies and they are as follows: County agrees to use best efforts to obtain funding through the Federal E-Rate program and MAY not authorize work related to the services and/or equipment until the County receives verification of E-Rate funding approval, and receives verification of Form 486 approval. Failure to receive E-Rate funding will result, unless otherwise determined by the County, in a termination of any contracts at no cost to the County, during the initial term. In addition, County reserves the right to limit the scope of work, including scaling back the scope, removing sites and associated services/equipment, and utilizing service substitutions. Such changes will not result in damages to the contractor or County. All work related to the services and/or equipment must be approved by the County of San Bernardino through a written notice to proceed with the order.
