The Oceanside Unified School District wishes to receive proposals for Wide Area Network services and Point to Point services for E-Rate Funding Year 2025 (2024-2025). The District has twenty-two (22) school and operational facilities including the District Office that is currently connected by a fully managed private WAN via one ASEoD 4 Gbps hub/collector for two high schools and one ASE Classic 10Gbps hub/collector for the remaining school sites with various CIR services provided by AT&T. Current CIR to each site ranges from 500Mbps to 2Gbps in a hub and spoke configuration that aggregates at the District Office on one 10Gbps ASE circuit for elementary and middle schools and one 4Gbps ASEoD circuit for the two high schools. The District, located at 2111 Mission Ave. Oceanside CA 92058, currently connects to the San Diego County Office of Education (“SDCOE”), 6401 Linda Vista Road, San Diego, CA. 92111 over a 10GB ADE circuit. CENIC is our current ISP. For all sites, the existing WAN contracts expire on June 30, 2025. The District wishes to receive vendor proposals covering the period of three years with two 1 year extensions if mutually agreed upon. The district currently uses Ruckus ICX 7850 L3 routing aggregate switches at each school site with Ruckus ICX 7150-48ZP edge switches. OSPF is the default routing protocol for OUSD. The districts firewall connection to CENIC is a Fortigate 3400E. Oceanside Unified School District (“OUSD”) is soliciting proposals for private (nonshared) Wide Area Network (WAN) services, specifically a fiber-connected metro-area layer 2 backbone network. OUSD currently has a WAN with twenty-one (20) school sites and facilities connected through an AT&T ASE network. The requested WAN services will terminate at OUSD District Office located at 2111 Mission Ave. Oceanside CA 92058 and provide connectivity for most OUSD school sites and facilities. A list of these sites, street addresses and required Committed Information Rates (“CIR”) appear in “Appendix A” of this RFP. The District, located at 2111 Mission Ave. Oceanside CA 92058, currently connects to the San Diego County Office of Education, 6401 Linda Vista Road, San Diego, CA. 92111 over a 10GB circuit. As the cut-over date for any new carrier is July 1st of 2025, the District requires a transition plan to be provided with any proposal response. The plan is to include the resources to be dedicated to the transition, all costs associated with the transition, a timeline of actions with a completion target date for the supplier and for the District transition team.
