The existing Martin Luther King, Jr. Community Pool and related Community Center will be renovated over a period of four phases, with more detail provided below. The Project site is located on approximately 6 acres with main entrances to the Recreation Building and separate pool building on Monte Diablo Avenue. A large combination play field that accommodates baseball/softball, football and soccer is located to the north and is not expected to be included in the scope of work. The phases listed below are subject to change depending on project requirements and funding availability. PHASE ONE – Generally between November 2025 and June 2026: The first phase of the project will consist of organizational efforts. The respondent that is awarded the project will be expected to assist the designated City Project Manager representative with the following tasks: ▪ Coordinate an Environmental Review with David J. Powers (Environmental Consultant for the City) ▪ Assist with design information related to Grant funding applications ▪ Organize and contract with the design project team that will redesign the Swimming Pool(s) and Locker Room facilities (see Phase Two below for the description of this anticipated work) ▪ Develop a Master Project Work Plan that schematically encompasses all the construction phases. ▪ The purpose of this Master Plan is to identify key design elements in preceding phases that will align with future phases. ▪ The goal is to create a design that will not require or will minimize the amount of demolition needed to transition from one phase to the next. PHASE TWO – Generally between January 2026 and June 2027: The second phase overlaps Phase One slightly because it is anticipated that design work will begin in January of 2026 to maintain the expected overall schedule. The start of the design phase may depend on the availability of grant funding and/or budget allocations by the City. The design scope for this phase will be limited to the existing swimming pools and associated Locker Room facilities. There is a standard lap pool and a smaller training pool. The training pool does not meet the City’s current programs and could possibly be eliminated in this phase. The pool deck and surrounding circulation areas do not meet current codes. The Locker Room facilities are significantly outdated and will need full upgrades. Besides the layout of the physical facilities, Mechanical, Electrical, Plumbing and Structural systems will need to be upgraded to current standards. The entire pool facility is currently a separate building from the Community Center. There is a desire to reconfigure circulation patterns so primary access to the facility is from the Community Center building instead of from Monte Diablo Avenue. PHASE THREE – Generally between February 2027 and June 2028: Similar to Phase Two, Phase Three is expected to overlap the previous phase to provide the design coordination with a start time that will maintain the overall project schedule. Unlike the Locker Room facilities, the Community Center plan layout is expected to generally remain the same, with some potential enhancements to circulation to accommodate direct access to the pool area. The renovation program will likely upgrade the Commercial Kitchen, provide drainage improvements to an open air patio and repair the roof. It is expected that this phase will be more focused on planning for the Phase Four Resilience Center design. The City will likely secure additional grants to fund this effort at this point, so the improvements of the facility may be based on service programs related to the Resilience Center, and providing alterations to the Community Center that will accommodate those program needs. PHASE FOUR – Generally between February 2028 and June 2029: This phase will encompass the final programming, design and construction of facility elements that will allow the Community Center to be qualified as a Resilience Center. Design and program elements will include accommodating provisions that will allow community members to have a place of refuge in times of emergency or disaster. This may include but not limited to: sleeping quarters, restroom and personal hygiene facilities (showers and lavatories), large scale kitchen for food distribution, and other services required when communities are displaced.
