1. Scope of Services: The District seeks proposals from qualified law firms to provide a wide range of legal services to the District in the areas as outlined below. (not exhaustive) a. Counsel shall be a current member in the State Bar of California b. No attorney that will work with the District shall have a record of Discipline by the California State Bar or the Bar of any other state, within the past five (5) years. c. No attorney that will work with the District shall have a record of having a judgement rendered against them for failure to provide adequate legal counsel for a five (5) year period. d. Counsel shall attend meetings as directed by the District including Board meetings, closed session meetings, and other meetings or conference calls as needed. e. Counsel shall represent the District in jury, court trials, or appeals. Counsel may be called upon to retain experts when related to the advice or service requested. f. Conduct workshops and seminars in areas of general concern, such as, but not limited to: Equal Employment Opportunity, Non-Discrimination, Sexual Harassment Prevention and Awareness, Conflict of Interest, etc. g. Inform the County Administrator and/or designee of changes in the laws that would affect existing District Board Policy and/or require new District Board Policy. h. Ability to provide training and workshops in a variety of areas. i. Inform and assist the District in complying with new requirements of the law. j. Provide litigation service with matters related to all the below areas. 2. General Counsel (not exhaustive) a. Provide advice and consultation with the Board of Education, Superintendent and key personnel with their general and specific powers and duties. b. Provide services as are inherent in matters relating to the operation of a school District. c. Provide information on new federal and state law that may impact the District operation and advise appropriate action. d. Provide advice with respect to issues related to the Browns Act and California Public Records Act. e. Provide the District updates related to senate bills, assembly bills, legal matters, public law, and state mandates. f. Provide in-service training for management personnel, classified and certificated staff at the request of the District.
